MEMORANDUM OF UNDERSTANDING ON POSTS, TELECOMMUNICATIONS AND INFORMATION

TECHNOLOGIES BETWEEN

THE MINISTRY OF⁵ TRANSPORT AND COMMUNICATIONS OF THE HELLENIC REPUBLIC AND

THE MINISTRY OF COMMUNICATIONS AND INFORMATION

TECHNOLOGIES OF THE ARAB REPUBLIC OF EGYPT

The Ministry of Transport and Communications of the Hellenic Republic and the Ministry of Communications and Information T echnologies of the Arab Republic of Egypt,hereinafter designated as "the Parties",

CONSIDERING the importance of traditional links, common values and history between Greece and Egypt,

CONSIDERING the importance of the sectors of posts, telecommunications and information technologies for the economic and social development of each country,

DESIRING to strengthen co-operation between Greece and Egypt in these key sectors,

CONSIDERING the major place that Greece and Egypt would take jointly in the framework of the euro-Mediterranean partnership.

HAVE AGREED ON THE FOLLOWING:

ARTICLE 1 - SCOPE OF COOPERATION

The Parties agree to strengthen their co-operation in the sectors of posts, telecommunications and information technologies, particularly in the following areas:

■ Cooperating in standardization and interoperability.

■ Development of digital economy

Evolution of postal services and telecommunications networks Development of space communication systems

Exploring business opportunities in the IT and communications sector in both countries

Promoting the organization of and participation in 1CT meetings, conferences, symposia, courses, workshops, exhibitions, etc. Coordination on policy Issues.

• Bilateral coordination issues, particularly in the area of satellite communications and digital broadcasting

• Multilateral issues (ITU, UPU, etc.)

Other areas as mutually agreed upon by the parties.

The Parties will have the possibility to propose further items of co-operation, provided that new issues of common interest may arise, due to rapid changes in the different fields covered by this Memorandum of Understanding.

ARTICLE 2 - FORMS OF COOPERATION

In the different areas identified as priorities in the present Memorandum of Understanding, the Parties agree to undertake co-operative activities, which could take the following forms:

Exchange of experts

Exploring and supporting research and implementation needs in the fields of innovation incubation, venture financing and infrastructural development for 1CT;

■ Developing skills through exchange programs, and through joint sponsorship of conferences, training programs and seminars in the field of ICT;

• Technology development, product and market development to be undertaken between the two Parties;

• Identifying the needs of funding in order to facilitate the interaction with relevant funding agencies, either national or international (in particular in the framework of the fcuro-Mediterranean partnership)

Joint organization of teclmical workshops, seminars, study visits and training sessions

Networking of private and public bodies acting in Greece and in Egypt in the considered sectors in order to foster the implementation of pilot projects and the development of partnerships and^im activities.

Coordination of the use of frequencies by radio services. Such coordination shall be finalized by exchanging letters or signing separate documents. Especially, each party agrees to implement the transition from the analogue to the terrestrial digital television in the areas that might affect the other party as soon as possible, and in an> case no later than 2012.

Any other areas of cooperation as may be mutually agreed upon

ARTICLE 3 - COORDINATION OF COOPERATION

In order to' ensure the implementation of the present Memorandum of Understanding and to enhance its efficiency, the Parties agree to establish a coordination body, designated as "the Joint Committee", which will be in charge of:

Deciding the annual program of co-operation

- Preparing and following up of the jointly decided co-operative activities Examining the on-going activities and projects

- Exchanging mutual information on the evolutions of the sectors, covered by the present Memorandum of Understanding in both countries.

- Identifying the needs of funding in order to facilitate the interaction with relevant funding agencies, either national or international (in particular in the framework of the Euro-Mediterranean partnership)

The Joint Committee will meet, as mutually agreed, alternatively in Greece and Egypt, annually or according to the periodicity as deemed the more appropriate by the Parties.

The representatives of the Parties to the Joint Committee will associate-to the meetings, as needed, representatives of companies, private and public institutions of both countries, mutually identified as relevant for the issues under discussion.

ARTICLE 4 - GENERAL MATTERS

The implementation of the co-operation will be conducted in accordance with the applicable laws and regulations of each country, and in conformity with international commitments taken by Greece and Egypt.

Neither Party will disclose nor distribute to any third party any information transmitted by any other Party in the process of co-operative activities under this Memorandum of Understanding, except as and to the extent authorized in writing to do so by that other Party.

Any disputes between the Parties concerning the interpretation and/ or implementation of the present Memorandum of Understanding will be settled amicably through consultations between the Parties.

The present Memorandum of Understanding may be revised or amended by the mutual written consent of the Parties. Such revision or amendment will enter into force in accordance with the provision of article 5 of the present Memorandum.

ARTICLE 5 - ENTRY INTO FORCE AND VALIDITY

The present Memorandum of Understanding will enter into force upon exchange of written notifications between the two Parties informing each other of the completion of their relevant internal procedures.

The present arrangement shall remain in force for a period of five years and, unless denounced in writing by either party, in which case it will cease to be in force three months after such written notification is received, it shall be renewed

ΤΗΣ ΕΛΛΗΝΙΚΗΣ ΔΗΜΟΚΡΑΤΙΑΣ ΚΑΙ ΤΟΥ ΥΠΟΥΡΓΕΙΟΥ ΕΠΙΚΟΙΝΩΝΙΩΝ ΚΑΙ ΤΕΧΝΟΛΟΓΙΩΝ ΠΛΗΡΟΦΟΡΙΚΗΣ ΤΗΣ ΑΡΑΒΙΚΗΣ ΔΗΜΟΚΡΑΤΙΑΣ ΤΗΣ ΑΙΓΥΠΤΟΥ

Το Υπουργείο Επικοινωνιών και Μεταφορών της Ελληνικής Δημοκρατίας και το Υπουργείο Επικοινωνιών και Τεχνολογιών Πληροφορικής της Αραβικής Δημοκρατίας της Αιγύπτου, εφεξής αναφερόμενα ως «τα Μέρη»,

ΛΑΜΒΑΝΟΝΤΑΣ ΥΠΟΨΗ τη σημασία των παραδοσιακών δεσμών, των κοινών αξίων και της ιστορίας μεταξύ Ελλάδος και Αιγύπτου,

ΛΑΜΒΑΝΟΝΤΑΣ ΥΠΟΨΗ τη σημασία των τομέων των ταχυδρομείων, των τηλεπικοινωνιών και των τεχνολογιών πληροφορικής για την οικονομική και κοινωνική ονάπτυξη της κάθε χώρας,

ΕΠΙΘΥΜΩΝΤΑΣ να ενισχύσουν τη συνεργασία μεταξύ Ελλάδος και Αιγύπτου σ' αυτούς τους νευραλγικούς τομείς,

ΛΑΜΒΑΝΟΝΤΑΣ ΥΠΟΨΗ το σημαντικό κοινό ρόλο που μπορούν να επιτελέσουν η Ελλάδα και η Αίγυπτος στο πλαίσιο της ευρωμεσογειακής εταιρικής σχέσης,
