Άρθρο 11

1. Η παρούσα Συμφωνία θα τεθεί σε ισχύ όταν τα Συμβαλλόμενα Μέρη ανταλλάξουν τις ρηματικές διακοινώσεις και αλληλογνωστοποιήσουν την κύρωση της Συμφωνίας με βάση τις ισχύουσες εσωτερικές διαδικασίες σε κάθε χώρα. Ως ημερομηνία έναρξης της ισχύος της παρούσας Συμφωνίας θα θεωρηθεί η ημερομηνία της τελευταίας διακοίνωσης.

2. Η παρούσα Συμφωνία θα παραμείνει σε ισχύ για αόριστη περίοδο, εκτός εάν κάποιο από τα Συμβαλλόμενα Μέρη ανακοινώσει στο άλλο γραπτώς την πρόθε-σή του να καταγγείλει την παρούσα Συμφωνία, μέσω διπλωματικής οδού.

Η λήξη της Συμφωνίας θα ισχύσει ένα (1) χρόνο μετά την ημερομηνία της εν λόγω διακοίνωσης.

3. Η λήξη της παρούσας Συμφωνίας δεν θα επηρεάσει τα έργα ή προγράμματα που ανελήφθησαν στο πλαίσιο της παρούσας Συμφωνίας και δεν ολοκληρώθηκαν κατά τη λήξη της.

Έγινε στο Κάιρο, την 27.11.2004 σε τρία πρωτότυπα κείμενα στην Ελληνική, Αραβική και Αγγλική γλώσσα, εξίσου αυθεντικά. Σε περίπτωση διαφορετικής ερμηνείας, το αγγλικό κείμενο υπερισχύει.

AGREEMENT

on SCIENTIFIC and TECHNOLOGICAL COOPERATION

between

the GOVERNMENT of the HELLENIC REPUBLIC and the GOVERNMENT of the ARAB REPUBLIC of EGYPT

The Government of the Hellenic Republic and the Government of Arab Republic of Egypt, hereinafter referred to as "The Parties",

Recognizing the importance of Science and Technology in the development of their national economies and in the improvement of their socio-economic standards of life,

Wishing to' strengthen and develop cooperation in Science and Technology on the basis of equality and mutual benefit,

Have agreed as follows:

Article 1

The Contracting Parties shall support and develop the cooperation in Science and Technology according to the provisions of this Agreement and existing legislation and regulations in the Hellenic Republic and in the Arab Republic of Egypt, as well as take all necessary measures to ensure the best conditions for its implementation.

Article 2

The cooperation will be carried out, specifically, in the form of:

1. Realization of joint research, development and design projects, including the sharing of results,

2. Exchange of scientists, researchers and technical experts,

3. Organization of and participation in scientific meetings, conferences, symposia, courses, workshops, exhibitions, etc,

•4. Exchange of scientific and technological information and documentation,

5. Joint use of research and development facilities and scientific equipment,

6. Other mutually agreed forms of cooperation.

Aritcle 3

1. In ordenr to implement, enhance and follow ur the activities of this Agreement, a Joint Committee is established, composed of tepresentatives designated by the two Parties.

2. The Joint Committee shall carry out th following tasks:

a. Identifying fields of cooperation on the basis of information provided by the concerned institutions of each country and the general lines of the respective national policies in Science and Technology,

b- Creating favourable conditions for the implementation of this Agreement, c- Facilitating implementation of joint projects,

d- Sharing experience arising from bilateral cooperation in Science and

Technology and reviewing proposals for its further development, e- Preparing periodical Executive Programmes

3. The Joint Committee will meet at least once every two years, unless otherwise agreed, alternately in the Hellenic Republic and in the Arab Republic of Egypt on mutually convenient dates.

4. The Joint Committee shall draw up conclusions including the evaluation of the past and present cooperation activities as well as the planning of the future objectives.

5. The Joint Committee may elaborate its own rules of procedure.

Article 4

The Executive Programmes mentioned in Article 3, paragraph 2, point e, shall be elaborated on the basis of projects proposals submitted by the concerned institutions of the Hellenic Republic and of the Arab Republic of Egypt.

The Executive Programmes will contain:

a- Joint scientific and technological research projects agreed by the Hellenic and Egyptians institutions,

b- Competent institutions for the realization and implementation of joint scientific and technological research projects, in particular: governmental agencies, scientific entities, research and development entities, scientific associations and other mutually agreed entities, hereinafter referred to as "cooperating partners",

c- Methods of use of joint scientific and technological projects results,

d- Financial resources and conditions of financing joint scientific and

technological research projects, e- The Executive Programmes will be included in Protocols adopted and signed

during the Joint Committee's meetings.

Article 5

The costs of the exchange of scientists, researchers and technical experts, resulting from the realization of this Agreement, unless the Parties agree ,otherwise in writing, will be covered on the following basis:

1. The Sending Party shall cover international travel expenses.

2. The Receiving Party shall cover the costs of trips within its state territory and the costs of stay, i.e. accommodation and daily allowances, according to the regulations of each country.

The Sending Party takes care of the emergency health insurance for their researchers, including medical care.

Article 6

Results of scientific research and development projects and any other information derived from the cooperation activities under this Agreement, will be announced, published or commercially exploited with the consent of both

co-operating partners and according to the international agreements valid in both countries concerning the rules on the protection of the intellectual property rights.

Article 7

Scientists, researchers, technical experts and institutions of the third countries or international organizations may be invited, upon consent of both co-operating partners, to participate in projects being carried out under this Agreement. The costs of such participation shall be borne by the third countries or international organizations, unless both Parties agree otherwise in writing.

Article 8

The Government of the Hellenic Republic designates the General Secretariat for Research and Technology and the Government of the Arab Republic of Egypt designates the Ministry of State for Scientific Research to be responsible for the implementation of this Agreement.

Article 9

Any disputes related to the interpretation or application of this Agreement shall be settled through diplomatic channels between the Parties.

Article 10

The present Agreement shall not affect the rights and obligations arising from other international agreements binding either Party.

Article 11

1. This Agreement shall enter into force on the date of the exchange of written notifications between the Parties informing each other of the completion of their relevant internal procedures. The date of the last notification is deemed

, to be the date of the coming into force of the Agreement.

2. This Agreement shall remain in force for an unlimited period of time unless either Party terminates it by notification to the other Party through diplomatic channels. The termination shall come into effect after one year from the date of the said notification.

3. The termination of this Agreement shall not affect the finalization of projects undertaken under this Agreement and not fully implemented at the time of the

termination.

Done at Cairo, on 27.11.2004, in two originals, in the Greek, Arab and English languages, all texts being equally authentic. In case of devergence of the interpretation the English text shall prevail.

Άρθρο δεύτερο Άρθρο τρίτο

Τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Η ισχύς του παρόντος νόμου αρχίζει από τη δημο-Μικτή Επιτροπή του άρθρου 3 της Συμφωνίας εγκρίνο- σίευσή του στην Εφημερίδα της Κυβερνήσεως και της νται με κοινή απόφαση των αρμόδιων κατά περίπτωση Σύμβασης που κυρώνεται από την πλήρωση των προϋ-Υπουργών. ποθέσεων του άρθρου 11 παράγραφος 1 αυτής.

Παραγγέλλομε τη δημοσίευση του παρόντος στην Εφημερίδα της Κυβερνήσεως και την εκτέλεσή του ως νόμου του Κράτους.

* Οι συνδρομές του εσωτερικού προπληρώνονται στις ΔΟΥ (το ποσό συνδρομής καταβάλλεται στον κωδικό αριθμό εσόδων ΚΑΕ 2531 και το ποσό υπέρ ΤΑΠΕΤ (5% του ποσού της συνδρομής) στον κωδικό αριθμό εσόδων ΚΑΕ 3512).Το πρωτότυπο αποδεικτικό είσπραξης (διπλότυπο) θα πρέπει να αποστέλλεται ή να κατατίθεται στην αρμόδια Υπηρεσία του Εθνικού Τυπογραφείου.

* Η πληρωμή του υπέρ ΤΑΠΕΤ ποσοστού που αντιστοιχεί σε συνδρομές, εισπράττεται και από τις ΔΟΥ.

* Οι συνδρομητές του εξωτερικού έχουν τη δυνατότητα λήψης των δημοσιευμάτων μέσω internet, με την καταβολή των αντίστοιχων ποσών συνδρομής και ΤΑΠΕΤ .

* Οι Νομαρχιακές Αυτοδιοικήσεις, οι Δήμοι, οι Κοινότητες ως και οι επιχειρήσεις αυτών πληρώνουν το μισό χρηματικό ποσό της συνδρομής και ολόκληρο το ποσό υπέρ του ΤΑΠΕΤ.

* Η συνδρομή ισχύει για ένα ημερολογιακό έτος. Δεν εγγράφονται συνδρομητές για μικρότερο χρονικό διάστημα.

* Η εγγραφή ή ανανέωση της συνδρομής πραγματοποιείται το αργότερο μέχρι την 31ην Δεκεμβρίου κάθε έτους.

* Αντίγραφα διπλοτύπων, ταχυδρομικές επιταγές και χρηματικά γραμμάτια δεν γίνονται δεκτά._

Οι υπηρεσίες εξυπηρέτησης των πολιτών λειτουργούν καθημερινά από 08.00' έως 13.00'
