ΑΡΘΡΟ 9

Η παρούσα Συμφωνία θα τεθεί σε ισχύ εντός τριάντα (30) ημερών από την ημερομηνία κατά την οποία τα Συμβαλλόμενα Μέρη θα γνωστοποιήσουν το ένα στο άλλο, εγγράφως, δια της διπλωματικής οδού, ότι όλες οι διατυπώσεις που απαιτούνται από την εσωτερική τους νομοθεσία για τη θέση της σε ισχύ, έχουν ολοκληρωθεί.

Η παρούσα Συμφωνία θα παραμείνει σε ισχύ για μια περίοδο πέντε (5) ετών. θα ανανεώνεται αυτόματα για μία νέα περίοδο πέντε (5) ετών, εκτός εάν καταγγελθεί, δια της διπλωματικής οδού, από οποιοδήποτε Συμβαλλόμενο Μέρος, έξι (6) μήνες πριν την ημερομηνία λήξης της πενταετούς περιόδου.

Έγινε στην Ασουνσιόν, την 1η Ιουλίου 2002, εις διπλούν, στην ελληνική, ισπανική και αγγλική γλώσσα. Όλα τα κείμενα είναι εξίσου αυθεντικά. Σε περίπτωση διαφοράς ως προς την ερμηνεία, θα υπερισχύει το κείμενο στην αγγλική γλώσσα.

AGREEMENT

BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE REPUBLIC OF PARAGUAY ON EDUCATIONAL, SCIENTIFIC AND CULTURAL CO-OPERATION

The Government of the Hellenic Republic and the Government of the Republic of Paraguay, hereinafter referred to as "the Contracting Parties",

Led by the wish to develop and strengthen the friendly relations between the two countries.

Desiring to develop their co-operation in the fields of education, science, research and technology, culture - mass media, sports and youth;

Have decided to conclude the present Agreement and have agreed as follows:

ARTICLE 1

The Contracting Parties will take the necessary measures in order to contribute to the development of the co-operation in the various sectors of education and science, in particular by,

a) Encouraging the direct co-operation between the institutions of higher education of their countries, as well as the participation of scientists from the other country in congresses, symposia and other.scientific manifestations.

b) Encouraging the teaching of their languages in each other's country.

c) Exchanging information and documentation regarding all levels of education, as well as specialists from the Primary and Secondary Education and the Administration of the Education, in order to get acquainted with the educational system of the other country.

d) Granting scholarships for post-graduate studies or research within the availability of their means.

The Greek Party will also grant scholarships for the attendance of summer seminars of Greek language and culture at its institutions of higher education.

e) Exchanging information and documentation in order to facilitate their competent authorities for the recongnition and equivalence of certificates, attestations, diplomas, degrees and academic titles, in accordance with the legislation of each country.

f) Facilitating the co-operation between their state libraries and archives in accordance with the legislation valid in each country.

ARTICLE 2

The Contracting Parties shall encourage and facilitate, on the basis of mutual benefit, exhanges and co-operation in the fields of theoretical and applied science and provide appropriate opportunities for contacts between scientific institutions of higher education, scholars, students, researchers and specialists of the two countries.

Implementing agency for. this':purpose, are, on the Greek side, the General Secretariat for Research and Technology of the Ministry of Development and, on the Paraguayan side, the Secretaria Tecnica de Planificacion.

A special Programme for the regulation and implementation of the scientific exchange and the jointresearch.projects as well as the other forms of co-operation (e.g. technical assistance, symposia) will be signed.

Financing of the above co-operation will be done jointly by the two Contracting Parties on an equitable basis.

ARTICLE 3

The Contracting Parties will develop their co-operation in various cultural sectors of mutual interest and they will especially encourage:

a) Initiatives aiming at the spreading of works of arf and literature of the other country, including translations of works of literature and exchanges of books and other publications in the field of culture.

b) Exchange of art exhibitions and other cultural events, as well as film weeks, through the competent bodies of each country.

c) Participation of their respective representatives in international conferences, competitions, festivals, meetings and congresses on cultural matters, organized by the other Party.

d) Development of contacts between associations of artists and writers of the two countries and exchange of experience and specialists from the fields of culture.

ARTICLE 4

The Contracting Parties will encourage direct co-operation between the competent organizations of the two countries in the field of mass media.

ARTICLE 5

The Contracting Parties will encourage co-operation in the fields of sports and physical education and they will pursue direct contacts and a closer co-operation

between their respective sport authorities. The content and the details of this cooperation will be decided upon directly by the above mentioned authorities.

ARTICLE 6

The Contracting Parties will exchange information and experience concerning youth and will encourage the co-operation between the youth organizations of both countries.

ARTICLE 7

For the implementation of the present Agreement, a Mixed Greek-Paraguayan Committee will be established which will meet alternatively in Athens and in Asuncion for the elaboration of the details of the executive co-operation programmes, as well as their financial terms.

ARTICLE 8

The present Agreement does not preclude the possibility for the Contracting Parties to establish, through diplomatic channels, other forms of bilateral co-operation in fields related to the provisions and objectives of this Agreement.

ARTICLE 9

The present Agreement shall enter into force thirty (30) days from the date of the notification, throuth diplomatic channels, of the last written notice which certifies the completion by each Contracting Party of its relevant internal procedures.

The present Agreement shall remain in force for a period of five (5) years. It shall thereafter be automatically extended for .further five-year periods, unless denounced in writing, through diplomatic channels, by either Contracting Party, six (6) months prior to the expiration of the initial or subsequent five-year period.

Done in Asuncion, on the 1^st day of july 2002 in two original copies, each in the Greek, Spanish and English languages, all texts being equally authentic. In case of divergence in interpretation Jfle English text shall prevail.

Άρθρο δεύτερο

Τα Εκτελεστικά Προγράμματα Συνεργασίας και οι οικονομικοί τους όροι, τα οποία θα καταρτίζονται από τη συνιστώμενη Μεικτή Επιτροπή του άρθρου 7 της Συμφωνίας, θα υπογράφονται από τους αρμόδιους κατά περίπτωση Υπουργούς.

Άρθρο τρίτο

Η ισχύς του παρόντος νόμου αρχίζει από τη δημοσίευσή του στην Εφημερίδα της Κυβερνήσεως και της Σύμβασης που κυρώνεται από την πλήρωση των προϋποθέσεων του άρθρου 9 αυτής.

Παραγγέλλομε τη δημοσίευση του παρόντος στην Εφημερίδα της Κυβερνήσεως και την εκτέλεσή του ως νόμου του Κράτους.

Για την παροχή δικαιώματος ηλεκτρονικής πρόσβασης σε Φ.Ε.Κ. προηγούμενων ετών, η τιμή προσαυξάνεται πέραν του ποσού της
ετήσιας συνδρομής έτους 2004, κατά 25 euro ανά έτος παλαιότητας και ανά τεύχος.

* Οι συνδρομές του εσωτερικού προπληρώνονται στις ΔΟΥ (το ποσό συνδρομής καταβάλλεται στον κωδικό αριθμό εσόδων ΚΑΕ 2531 και το ποσό υπέρ ΤΑΠΕΤ (5% του ποσού της συνδρομής) στον κωδικό αριθμό εσόδων ΚΑΕ 3512).Το πρωτότυπο αποδεικτικό είσπραξης (διπλότυπο) θα πρέπει να αποστέλλεται ή να κατατίθεται στην αρμόδια Υπηρεσία του Εθνικού Τυπογραφείου.

* Η πληρωμή του υπέρ ΤΑΠΕΤ ποσοστού που αντιστοιχεί σε συνδρομές, εισπράττεται και από τις ΔΟΥ.

* Οι συνδρομητές του εξωτερικού έχουν τη δυνατότητα λήψης των δημοσιευμάτων μέσω internet, με την καταβολή των αντίστοιχων ποσών συνδρομής και ΤαπΕτ .

* Οι Νομαρχιακές Αυτοδιοικήσεις, οι Δήμοι, οι Κοινότητες ως και οι επιχειρήσεις αυτών πληρώνουν το μισό χρηματικό ποσό της συνδρομής και ολόκληρο το ποσό υπέρ του ΤΑΠΕΤ.

* Η συνδρομή ισχύει για ένα ημερολογιακό έτος. Δεν εγγράφονται συνδρομητές για μικρότερο χρονικό διάστημα.

* Η εγγραφή ή ανανέωση της συνδρομής πραγματοποιείται το αργότερο μέχρι την 31ην Δεκεμβρίου κάθε έτους.

* Αντίγραφα διπλοτύπων, ταχυδρομικές επιταγές και χρηματικά γραμμάτια δεν γίνονται δεκτά.

Οι υπηρεσίες εξυπηρέτησης των πολιτών λειτουργούν καθημερινά από 08.00' έως 13.00'
