ΣΥΜΦΩΝΙΑ μεταξύ

της ΚΥΒΕΡΝΗΣΕΩΣ της ΕΛΛΗΝΙΚΗΣ ΔΗΜΟΚΡΑΤΙΑΣ και της ΚΥΒΕΡΝΗΣΕΩΣ του ΧΑΣΕΜΙΤΙΚΟΥ ΒΑΣΙΛΕΙΟΥ της ΙΟΡΔΑΝΙΑΣ

στην ΕΠΙΣΤΗΜΟΝΙΚΗ ΚΑΙ ΤΕΧΝΟΛΟΓΙΚΗ ΣΥΝΕΡΓΑΣΙΑ

Η Κυβέρνηση της Ελληνικής Δημοκρατίας και η Κυβέρνηση του Χασεμιτικού Βασιλείου της Ιορδανίας, εφεξής αποκαλούμενες ως «Τα Συμβαλλόμενα Μέρη»

ΑΝΑΓΝΩΡΙΖΟΝΤΑΣ τη σημασία της Επιστήμης και της Τεχνολογίας στην ανάπτυξη των εθνικών οικονομιών και των δύο Κρατών και στη βελτίωση του κοινωνικοοικονομικού τους επιπέδου,

ΘΕΩΡΩΝΤΑΣ ότι η ανάπτυξη των επιστημονικών και τεχνολογικών σχέσεων θα αποβεί αμοιβαία ωφέλιμη για τις δύο χώρες,

ΕΠΙΘΥΜΩΝΤΑΣ τη σύσφιγξη και ανάπτυξη της συνεργασίας τους στα πεδία της Επιστήμης και της Τεχνολογίας στη βάση της ισότητας και του αμοιβαίου οφέλους,

ΣΥΜΦΩΝΗΣΑΝ τα εξής:

ΑΡΘΡΟ 11

Αρμόδιοι φορείς για την εφαρμογή της παρούσας Συμφωνίας είναι:

Στην Ελλάδα η Γενική Γραμματεία Έρευνας και Τεχνολογίας του Υπουργείου Ανάπτυξης και στην Ιορδανία το Ανώτατο Συμβούλιο για την Επιστήμη και Τεχνολογία.

Έγινε στο Αμμάν, την 13η Δεκεμβρίου 2006, σε δύο πρωτότυπα, στην Ελληνική, Αραβική και Αγγλική γλώσσα, όλα τα κείμενα, θεωρούμενα εξίσου αυθεντικά.

Σε περίπτωση διαφορετικής ερμηνείας, το αγγλικό κείμενο υπερισχύει.

AGREEMENT

between

The Government of the Hellenic Republic

and

The Government of the Hashemite Kingdom of Jordan on Scientific And Technological Co-operation

The Government of the Hellenic Republic and the Government of the Hashemite Kingdom of Jordan, hereinafter referred to as 'The Contracting Parties".

Recognizing the importance of Science and Technology in the development of their national economies and in the improvement of their socio-economic standards of life.

Wishing to strengthen and develop cooperation in Science and Technology on the basis of equality and mutual benefit,

Have agreed as follows:

ARTICLE 1

The Contracting Parties shall encourage and support the cooperation in the area of science and technology on the basis of mutual benefit according to the provisions of the present Agreement and the laws and regulations of each party.

ARTICLE 2

The cooperation will have in particular the following forms:

a) Implementation of joint research, development and demonstration projects, including the exchange of their output, as welt as exchange of scientists, researchers and experts;

b) Organization of and participation in meetings, conferences, symposia, courses, workshops, exhibitions, etc.;

c) Exchange of scientific and technological information and documentation as well as equipment and consumable materials;

d) Joint use of research and development facilities and scientific equipment.

ARTICLE 3

1. For the purpose of implementation of the present Agreement, a Joint Committee, shall meet at least once every two years composed of representatives designated by the two contracting Parties. The contracting Parties sbaJI notify each other about their representatives to the Joint Comnimee.

2. The tasks of the Joint Committee are the following:

a- To Identify the fields of co-operation on basis of information provided by the research institutions of each country as well as on the basis of the respective national policies in science and technology;

b- To create the favorable conditions for the implementation of the present Agreement;

c- To promote and support the implementation of joint programs and projects; d- To assess the progress of activities related to the present Agreement;

3. The Joint Committee shall meet at least once every two years, unless otherwise agreed, alternately in Greece and in Jordan bn mutually convenient dates. The Committee will conclude and sign protons, vvhich will include the evaluation of the past activities ^and the shaping of future priorities and perspectives. These protocols shali'also include the Kst of corporation projects selected for funding by the two parties after evaluation.

4. The Joint Committee may elaborate its own rules of procedures.

ARTICLE 4

With a view to facilitate scientific and technological co-operation, the joint Committee will adopt an executive work program that will establish:

a. Fields of co-operation;

b. Specific projects;

c. Institutions responsible for the realization and implementation of joint projects, hereinafter referred to as "cooperating partners", in particular: governmental agencies, scientific entities, research and development entities, scientific associations, universities and research centers and other organizational units including private and public companies. Definition of cooperating partners according to the law of each contracting party will be performed by the Joint Committee;

d. Methods of use of joint scientific and technological projects results;

e. Financial resources and conditions;

f. Rules and procedures guiding the implementation of the joint projects.

ARTICLE S

1. Scientific and technological results and any other information derived from the co-operation activities under the present Agreement, will be announced, published or commercially exploited with the consent of both co-operating partners and according to the international provisions concerning intellectual property.

2. Scientists, researchers, technical experts and institutions of third countries and international organizations may be invited, upon consent of both cooperating partners, to participate in projects and programs being carried out under the present Agreement The cost of such participation shall normally be borne by the third Party, unless the contracting parties agree otherwise in/vplmg.

ARTICLE 6

The Contracting Parties shall encourage and facilitate researchers and post graduates to conduct their studies and exchange of educational plans for research and technology programs in the universities of both countries. This will be implemented in accordance with the executive Work Program of the present Agreement, as well as with the rules and regulations prevailing in each country.

ARTICLE 7

Any questions related to the interpretation or implementation of the present Agreement shall be settled through consultations within the Joint Committee or between the contracting parties.

ARTICLE 8

With respect to the co-operation activities established under the present Agreement, each contracting party shall take, in accordance with its laws and regulations, all necessary measures to ensure the best possible conditions for their implementation.

ARTICLE 9

The present Agreement shall not affect and will not prejudice the validity or execution of any obligations arising from other international treaties or agreements concluded by either contracting Party, including those arising from the European Union.

ARTICLE 10

1. This Agreement Shall enter into force on the date of the exchange of written notifications between the contracting Parties informing each other of the completion of their relevant internal procedures. The date of the last notification is deemed to be the date of the coming into force of the Agreement.

2. This Agreement shall remain in force for a period of five years and shall automatically be renewed for further periods of five years unless either contracting Party notifies in writing its intentions to terminate the present Agreement The termination shall come into effect in six months from the date of the said notification

3. The termination of the Agreement shaH not affect the projects or programs undertaken under this Agreement and not furry implemented at the time of the termination of the Agreement.

Άρθρο δεύτερο

Το εκτελεστικό Πρόγραμμα Εργασιών του άρθρου 4 και τα Πρωτόκολλα που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 3 της Συμφωνίας εγκρίνονται με κοινή Πράξη των αρμόδιων κατά περίπτωση Υπουργών.

Άρθρο τρίτο

Η ισχύς του νόμου αυτού αρχίζει από τη δημοσίευσή του στην Εφημερίδα της Κυβερνήσεως και της Συμφωνίας που κυρώνεται από την ολοκλήρωση των προϋποθέσεων του άρθρου 10 παράγραφος 1 αυτής.

Παραγγέλλομε τη δημοσίευση του παρόντος στην Εφημερίδα της Κυβερνήσεως και την εκτέλεσή του ως νόμου του Κράτους.
